Information regarding progress on out standing issues and course of action to be taken by branches on various issues is appended below for information and necessary action by all concerned.
(1). Representation on long pending legitimate grievances :
After inclusion of points decided in meeting of Office Bearers held on 4th & 5th Dec/2013, A representation on Long Pending Legitimate Grievances/Issues of Concern of Group-B Gazetted Officers of Indian rdnance Factories as on 24/12/2013 has been forwarded to DGOF & Chairman/OFB and copies of the same have been sent to all concerned authorities of OFB, MOD, MOF & M of PPG&P for early redressal.
Copy of the representation No: IOFGOA/NEHQ/SAF/2013 dtd 24/12/2013 is enclosed here with as ANNEXURE-1
(1). DPC for promotion from JWM to AWM:
Status is same as intimated vide NE-Circular-10. Matter has been taken up with OFB to pursue the case with DOP&T through MOD for needful intervention and issue of directives to UPSC.
(2). Cadre Review :
Status is same as intimated vide NE-Circular-10 & 11. Copy of OFB’s proposal is yet to be received. Branches may please forward their comments to NE as per the available information in Cir-10 & 11.

(3) Proposal of IOFGOA for 7th CPC:
Branches may please forward filled in questionnaire on proposal for 7th CPC to NE at the earliest.
(3) Protest on OFB’s proposal of authorising HOS to write APAR of remaining JWMs :
NE has strongly protested the OFB’s proposal vide our fax dtd: 11/12/2013 and 23/12/2013.
(4) MACP in the hierarchy of Post:
Information regarding the issue of grant of MACP in the hierarchy of Post and the course of action is appended below for information and needful action by all concerned please.
Decision of BGCM-2013 on “MACP in the hierarchy of Post:
Decision is appended below:
“In the light of CAT Chandigarh, High Court Chandigarh, Principal CAT New Delhi judgments and rejection of SLP by Supreme Court it was unanimously decided that NE Shall examine and decide strategy to tackle the issue in consultation with leaders of JCM departmental council and take quick action including legal action if found fit in the case”.
Decision taken n the meeting of Office Bearers of IOFGOA held on 4th & 5th Dec/2013: “It was Decided in the meeting unanimously to initiate legal action for MACP in the hierarchy of posts in light of various court orders. NE has to take action immediately”.
Course of Action by NEHQ: NE is preparing the case and consulting Advocate.
Course of Actions by Branches :
Our branches (preferably OLF, OFD, OCFC, OFM, OFCH, OFBA, OFAJJ, OFK, VFJ, GCF, OFMK, MPF & OFA Branches) may please forward the names of petitioners with details like: full name, fathers name, designation, date of joining, date of MACP granted in hierarchy of grade pay in the grade pay of Rs.4800/- PB-2 instead of hierarchy of Post i.e grade pay Rs. 5400/ PB-3 along with complete service particulars and factory orders on grant of MACP.
Modality for collection of contribution and the amount to be collected will be decided in next NE Meeting to be held on 6th & 7th March-2014. in the mean time OLF Branch of IOFGOA has been given requested to bear the expenses likely to be incurred in initial stage till the contribution is taken from all branches. The amount spent by OLF shall be regularized after collection in proportion of the decision of NE(to be taken in next NE Meeting).
(5) NE Meeting:
NE Meeting is scheduled to be held on 6th and 7th March-2014 in OFBA Estate, Bhandara. All Office Bearers of NE, NE Members, members of the committees on promotion policy and proposal for 7th CPC are requested to book their tickets well in advance and ensure their arrival.
Progress on the out standing issues, report of promotion policy committee, report /draft made by committee on proposal for 7th CPC , filled in questionnaire on proposal for 7th CPC received from branches, strategy to get resolved out standing issues and modality for collection of fund for legal action initiated on MACP will be discussed in the meeting for conclusion.
